Social Equity Applicant Interest Holder Change Request

Certified Social Equity Applicants who wish to update interest holder information submitted as part of their Social Equity Applicant Certification Application must complete and submit the below Social Equity Applicant Interest Holder Change Request. This includes applicants who initially applied as individuals and now intend to form an entity for the purpose of licensure.

Applicants must identify all proposed interest holders, indicate which individuals qualify under social equity criteria, and provide supporting documentation (such as operating, financing, or management agreements) to demonstrate that the proposed business remains at least 51% owned and controlled by qualifying individuals. Applicants may not combine qualifying criteria from different categories (for example, justice-involved and DIA criteria). Requests that are not approved cannot be resubmitted during the current application window; those applicants may proceed with their original structure or apply for a non-social equity license.

The Cannabis Office will begin accepting Social Equity Applicant Interest Holder Change Requests following the forthcoming Commission meeting certifying Social Equity Applicants.

Applicants must submit Social Equity Applicant Interest Holder Change Requests by Monday, December 1, 2025. 

This request must be submitted in person or by certified mail to 560 Jefferson Boulevard, Warwick, RI 02886, Attn: Cannabis Office – Social Equity Applicant Interest Holder Change Request. Submissions must be delivered in person or post-marked by 4:00 PM EST on December 1st, 2025.

All timely received applications will receive notification of the Commission’s decision before the close of the application window.
